Build the list before you buy anything.

Start from the whole state and narrow: one county or thirty, owners holding a single house or more than fifty, homestead or not, owners whose mailing address is somewhere else entirely.

The count updates as you filter, so you know the size of a list before you commit to it. That is the opposite of buying ten thousand records and discovering what is in them afterwards.
