A provider quoting a very high match rate is usually counting any returned record as a match, including numbers that are disconnected or belong to somebody else entirely. The number worth measuring is how many traces produced a phone that a real owner answered.
Charging on matches only aligns that: there is no reason to return a weak result if nobody pays for it.
